Preheat the oven to 375°F (190°C).
In a large skillet, brown the ground beef over medium heat until fully cooked, about 6-8 minutes. Drain excess fat.
Add diced onions and bell peppers to the skillet and sauté until softened, about 5 minutes.
Stir in minced garlic and cook for an additional minute, until fragrant.
Mix in ketchup, Worcestershire sauce, and cumin, stirring until combined, and let simmer for 15 minutes.
While the filling simmers, prepare the garlic bread. In a small bowl, combine softened butter, garlic powder, and dried parsley.
Slice the French bread in half lengthwise and place on a baking sheet. Spread the garlic butter mixture evenly over the cut sides.
Bake in the preheated oven for 10-12 minutes until the edges are golden and crispy.
Remove the bread from the oven, and spoon the Sloppy Joe mixture generously over the garlic bread.
Return to the oven for an additional 5-7 minutes, allowing the filling to heat through.
Remove from the oven, let cool for a minute, slice as desired, and serve warm.
